Senate approval for international climate pacts
If enacted, the bill would treat any agreement to join or rejoin an international climate deal as a treaty. This would include agreements that require legally binding domestic greenhouse gas cuts. It would explicitly include the Paris Agreement decision adopted December 12, 2015. The bill would require the President to submit such agreements to the Senate for its advice and consent. Federal agencies and officials would be barred from obligating federal funds to carry out these agreements unless the Senate consents. The rule would take effect upon enactment.
