- Families and disaster survivors: They would be protected from being denied or limited in disaster help because of their political beliefs or party ties.
- Local and nonprofit relief providers: Public and private groups that receive or distribute federal disaster aid would be barred from using political affiliation to decide who gets assistance.
- Federal agencies and program administration: The Stafford Act's nondiscrimination rule would expand to explicitly cover political affiliation when awarding or providing disaster and emergency aid.
