Stopping Transfers of Public Funds Abroad Act

Summary
Prohibits remittance transfers by recipients of certain federal public assistance programs. The bill would require agency heads to make applicants and reapplicants sign a written declaration, under penalty of perjury pursuant to 28 U.S.C. § 1746, saying they will not transfer funds through a remittance transfer while they receive benefits. A violation would carry a $100,000 fine. The bill adopts the remittance definition from the Electronic Fund Transfer Act and limits covered programs to those listed in paragraphs (1), (2), (3), (4), (5), or (7) of 20 C.F.R. 416.1142(a). The restriction applies to payments or benefits provided more than 30 days after enactment.

New remittance ban for aid recipients
This bill would require applicants and reapplicants for covered federal public assistance to sign a written declaration, under penalty of perjury, that they will not send money using a remittance transfer while receiving benefits. The head of each federal agency running a covered program would have to enforce the declaration. If you signed the declaration and later sent a remittance transfer while getting benefits, you would face a $100,000 fine. The rule would apply to any payment or benefit provided more than 30 days after the bill is enacted. The bill would use the Electronic Fund Transfer Act definition of "remittance transfer."
