Emergency tariff refunds for importers

If enacted, importers who paid duties under the International Emergency Economic Powers Act would be refunded those duties with interest. CBP would reliquidate entries made before enactment at the duty rate that would have applied without EEPA duties. Refunds would have to be completed no later than 180 days after enactment. CBP would, to the extent practicable, prioritize payments to small business concerns. CBP would coordinate with the Small Business Administration to notify small businesses about required documents and timelines. CBP would issue guidance on drawback claims within 60 days and report every 30 days to specified House and Senate committees until all refunds are paid, including a breakdown of refunds to small businesses versus others and an estimate of completion time.
