Less FDA rules for premium cigar makers

If enacted, the bill would exempt "traditional large and premium cigars" from most FD&C Act rules. Section 907(d)(3) would still apply. It would also say the FDA Secretary could not write regulations on any matter involving those cigars. The bill would amend FDA user-fee rules to exclude these cigars and make some fees subject to the new limit. To qualify, a cigar would need a 100-percent leaf-tobacco wrapper, 100-percent tobacco filler, and no filter or tip. It must weigh at least 6 pounds per 1,000 cigars and meet one of three production methods. One method requires the cigar to be made in the United States. The definition would exclude cigarettes and little cigars. These changes would take effect upon enactment and apply only to products that meet the definition.
