  • Department of Veterans Affairs and Congress: VA must develop the presentation with VSOs that provide claims assistance, submit it to House and Senate Veterans' Affairs Committees at least 90 days before use, and deliver an annual report listing participating VSOs, attendance counts, and any recommendations.

Veterans benefits presentation for separating service members

If enacted, separating service members in TAP would get a standardized preseparation counseling presentation about VA benefits. The Secretary of Veterans Affairs would review and approve the presentation with VSOs that help file claims under the benefits delivery at discharge program. The Secretary would send the proposed presentation to the House and Senate Veterans' Affairs Committees at least 90 days before use. Where available, a VSO representative recognized under 38 U.S.C. 5902, or an individual recognized under 38 U.S.C. 5903 and authorized by the Secretary, would join the presentation. The presentation would explain how a VSO can assist a member in filing the VA benefits claim described in paragraph (19). The presentation would not encourage joining a particular VSO and would not exceed one hour. At least once per year after enactment, the Secretary would report to both Committees which VSOs participated, how many service members attended, and any recommendations.
