More funding for preparedness training
If enacted, the bill would authorize federal funding for the National Domestic Preparedness Consortium. It would set $111 million for FY2027, $114 million for FY2028, $117 million for FY2029, $120 million for FY2030, and $125 million for FY2031. The Secretary would have to keep funding for each listed entity in paragraphs (2) through (7) at least at their FY2023 participation amounts. If Congress provides less than the total authorized, the Secretary would allocate available funds proportionally using FY2023 shares. Any proportional increases would then be equally split among the entities in paragraphs (2) through (7) unless directed otherwise.
Consortium adds members and expands training
If enacted, the bill would change which organizations are listed in the National Domestic Preparedness Consortium. It would rename some listed centers and add the MxV Learning Institute in Pueblo, Colorado, and the Rural Domestic Preparedness Consortium in Somerset, Kentucky. The bill would also expand who the Consortium serves by explicitly including tribal and territorial public safety entities. It would add "education" alongside "training" and allow training and education to be delivered through various modalities.
