Wastewater surveillance grants for health departments
If enacted, this bill would create a federal wastewater surveillance program run by HHS through the CDC. The CDC would award grants, contracts, or cooperative agreements to State, Tribal, and local health departments or partnerships. Funds would pay for sampling, lab analysis, surveillance at facilities and rural or non-utility sites, research, and technical help. Applicants would need plans for activities, site selection, response aligned with State public health plans, and sustainability after awards end. The Secretary would issue draft guidance within 180 days and require public reporting to a CDC wastewater database and dashboard. Congress could appropriate "such sums as may be necessary" for fiscal years 2026 through 2030.
