Sponsored By: Senator Gary Peters
Introduced
Summary
Fund Cybersecurity and Infrastructure Security Agency (CISA) pay and benefits during a federal government shutdown. This bill would create a targeted FY2026 appropriation that keeps standard pay, allowances, pay differentials, benefits, and other regular payments flowing to CISA staff during any lapse in appropriations and establishes rules to charge those costs to the applicable appropriations once enacted.

- CISA employees — Would continue to receive standard pay, allowances, pay differentials, and benefits for the period beginning February 14, 2026, while interim or full-year FY2026 appropriations are not in effect.
- Agency operations — Keeps CISA staffed so cybersecurity and infrastructure security work can continue during a shutdown, supporting continuity of cyber defenses and related operations.
- Budget mechanics — Uses amounts in the Treasury not otherwise appropriated and requires expenditures to be charged to the applicable appropriation when Congress later enacts it. The authority and funds end at the earliest of enactment of the relevant appropriation or September 30, 2026.

Cybersecurity agency employee pay during shutdown
If enacted, this bill would appropriate from the Treasury such sums as may be necessary to let the Director of the Cybersecurity and Infrastructure Security Agency provide regular pay, allowances, pay differentials, benefits, and other regularly payable payments to CISA employees during any lapse in FY2026 appropriations beginning February 14, 2026. The funds would be available only until Congress enacts the applicable appropriations or until September 30, 2026, whichever comes first, and the authority would be treated as if enacted on February 13, 2026. The bill would bar duplicate payments for the same period and would require amounts spent to be charged to the proper appropriation once Congress enacts it.
