21st Century Entrepreneurship Act

Summary

Expand entrepreneurship education for underrepresented youth through SCORE volunteers and community learning centers. This bill would direct the Small Business Administration (SBA) to build a curriculum and partnership strategy so female, minority, English learner, disabled, rural, and low-income students learn entrepreneurship and inventorship at community learning centers.

  • Students and families: Underrepresented students would gain access to entrepreneurship and inventorship lessons at community learning centers. The SBA must report regularly on the number of students reached and barriers to expansion.
  • SCORE volunteers and the small-business support network: SCORE volunteers would receive curriculum and leadership training and must coordinate with other SBA programs and agencies, including small business development centers, Women’s Business Centers, the Minority Business Development Agency, and the Growth Accelerator Fund Competition.

SBA funding and SCORE partnerships

If enacted, the government would authorize $2,500,000 per year for FY2026-FY2030 to carry out this Act. The SBA could transfer any portion of those funds to SCORE. SCORE would be authorized to run entrepreneurship and inventorship programs. The SBA must report within one year and every two years after on partnerships, fund use, training, and students reached.

Entrepreneurship classes for underserved kids

If enacted, the SBA would make a curriculum for SCORE volunteers to teach entrepreneurship and inventorship. It would target girls, minority students, English learners, disabled students, rural students, and low-income students. Community learning centers could offer these programs using Title IV Part B funds. The bill would define key terms to guide implementation.
