- Federal lands and visitors: Continues a dedicated funding stream for projects that support access to parks, forests, and other federal lands so visitors and local services can reach those areas.
- Highway Trust Fund rules: Directs the authorizations to come from the Highway Trust Fund and explicitly excludes the Mass Transit Account. The bill does not change FLAP’s program rules in the provided text.

More road funding for federal lands
If enacted, the bill would authorize annual funding for the Federal Lands Access Program from the Highway Trust Fund, not the Mass Transit Account. It would set $313,975,000 for FY2027; $318,975,000 for FY2028; $323,975,000 for FY2029; $328,975,000 for FY2030; and $333,975,000 for FY2031. These amounts would be available as grants to state, local, and tribal governments and other FLAP recipients. The grants would help pay for roads and access projects that serve communities, households, and local businesses that rely on federal lands.
