Summary
This bill would strengthen the security and resilience of local electricity distribution systems. It would require States to fold local distribution systems and electrical equipment supply chain risks into their energy security plans, set risk assessment and recovery requirements, define "local distribution system" as utility infrastructure at 100 kilovolts or less, and add GAO oversight with a statutory sunset on the new section through September 30, 2031.

Stronger state plans for the power grid
If enacted, States would have to add local distribution systems to their energy security plans. Local distribution system would mean utility-owned power lines and equipment at 100 kilovolts or less. Plans would have to assess physical attacks, weather hazards, supply-chain risks, and cybersecurity, and include ways to respond, mitigate, and recover. A State would have to submit a plan to be eligible, but the Secretary would not have to approve it. The bill would change a previously discretionary federal action into a required one and the changes would expire on September 30, 2031.
