Limits on event-based trading for investors

If enacted, the bill would bar listing or clearing for trading any agreement, contract, transaction, or swap tied to certain events. Covered events would include political elections, actions by U.S. executive, legislative, or judicial branches, sporting contests, and military actions by the U.S. or foreign countries. The ban would also cover any index, value, data, occurrence, or contingency based on those events. The bill would allow a narrow hedging exception for contracts that mitigate commercial risk from U.S. government actions, and the CFTC could write rules to define that exception. The bill would also say the CFTC should block non-hedging event contracts and that federal rules would not override state gambling laws.
