  • For the White House and Congress: The President would submit any proposed Section 123 civilian nuclear agreement with a report on whether Saudi Arabia has renounced enrichment and reprocessing and agreed to the International Atomic Energy Agency Additional Protocol. Congress would then have to pass and enact a joint resolution that favors the agreement before it can enter into effect.
  • For Saudi Arabia: U.S. approval is conditioned on Saudi renouncing uranium enrichment and reprocessing on its territory and on agreeing to sign the IAEA Additional Protocol.
  • For international nuclear trade policy: The bill directs U.S. efforts at the Nuclear Suppliers Group to oppose transfers of nuclear technology to Saudi Arabia and to seek modifications to how NSG guidelines apply to Saudi Arabia until it renounces enrichment and reprocessing.

If enacted, this bill would prevent any civilian U.S.-Saudi nuclear cooperation from taking effect unless Congress approves it by joint resolution. The President would have to send the proposed 123 agreement and a report on whether Saudi Arabia renounces uranium enrichment and reprocessing and agrees to sign an IAEA Additional Protocol. The bill would direct the U.S. to oppose selling nuclear technology to Saudi Arabia at the Nuclear Suppliers Group until Saudi renounces enrichment and reprocessing. It would also direct U.S. negotiators to seek changes to NSG guidelines as applied to Saudi Arabia until that renunciation is achieved.
