Evaluate JROTC instructor pay
This bill would require the Secretary of Defense, working with the Secretaries concerned, to update Department of Defense JROTC guidance within 270 days. The update would add an evaluation plan and standard measures for the JROTC Standardized Instructor Pay Scale (JSIPS) or any successor pay system. Required metrics would track vacancy rates and time-to-hire; retention and length of service; geographic recruiting and retention differences; comparisons with the old pay system; how applicants learned about jobs and recruiting methods; counts of applicants through hiring stages; and offer acceptances and declines and reasons when practicable. Not later than one year after the updated guidance and then annually for two years, the Secretary would report to the House and Senate Armed Services Committees with the guidance description, baseline data using the new metrics, an assessment of effects on recruitment and retention, and any recommendations for legislative or administrative action.
