Return renewable fuel credits to refineries

If enacted, certain small refineries could get back Renewable Fuel Standard credits for 2016, 2017, and 2018. The bill would let eligible refineries either have those retired credits returned and made usable for future years or have the credits posted to their EPA account. To qualify, a refinery must meet narrow timing rules about when it retired credits and when it filed a petition (for example, petitions outstanding on December 1, 2022, or specific filing and retirement dates for 2018). This would reduce compliance costs for refineries that meet those conditions.

Changes to ethanol fuel rules

If enacted, the bill would change rules about ethanol in gasoline. It would replace a single "10 percent" reference with a "10 to 15 percent" range for certain Reid Vapor Pressure (RVP) limits. States that gave a Governor notification before enactment would be treated under the new 10–15 percent rule for the high ozone season. The bill would also let EPA allow fuels or additives into commerce if they are found very similar to certified fuels or have a waiver (even if the waiver had an RVP limit), but fuels must still meet other RVP rules.
