If enacted, this change would apply only to the parcel at 2956 Park Avenue on the Paducah Memorial Army Reserve Center in McCracken County, Kentucky, about 3.62 acres including improvements. The City of Paducah and any current or future owners or people who live or work on that parcel could gain broader property rights and new development options.
