Summary
Would require states to check the Social Security Administration's Death Master File at least quarterly to identify and disenroll deceased Medicaid beneficiaries. It would take effect January 1, 2027 and would stop payments for people flagged as deceased while allowing immediate retroactive reenrollment if a death match was wrong.

- Families and enrollees: Families could see quicker termination of benefits when a member appears in the Death Master File, but anyone wrongly removed must be reenrolled retroactively.
- State Medicaid agencies: States would have to run Death Master File checks not less frequently than quarterly and remove matched records. States may also use other electronic data sources if they remain in compliance.
- Providers and payments: States must discontinue Medicaid payments for individuals indicated as deceased, except for items or services furnished before the date of death.

Quarterly death checks for Medicaid enrollees
If enacted, the bill would require States, starting January 1, 2027, to check the federal Death Master File at least every three months to find Medicaid enrollees who may have died. If a State finds a match, it would treat that information as proof of death, end the person's Medicaid coverage, and stop future Medicaid payments except for care given before death. If a State later determines someone was wrongly identified as deceased, it would immediately reenroll that person and restore coverage back to the date they were removed. The rule would apply only to the 50 States and the District of Columbia. States could also use other electronic records so long as they follow the same Medicaid eligibility and redetermination rules.
