No funding cuts for K–12 programs

If enacted, the bill would make up any drop in federal funding for a set of K–12 and special education programs in FY2025, FY2026, and FY2027. The covered programs include the Individuals with Disabilities Education Act (IDEA), many Elementary and Secondary Education Act programs (Title I, II, III, IV, V, VI, VII parts), and the McKinney-Vento homeless assistance subtitle. For each year, the government would pay the dollar difference between a program’s FY2024 allocation and that year’s allocation, as computed from the explanatory statements. Payments would be appropriated 30 days after the regular appropriation Act for that fiscal year and would remain available until spent.

If enacted, the bill would bar the budget effects of this section from being recorded on statutory PAYGO scorecards and on the House/Senate PAYGO scorecards referenced. This change would take effect on enactment. The rule is an accounting change and does not itself authorize new spending.
