The bill would add several North Fork Smith River tributaries and parts of the Smith River to the Wild and Scenic Rivers list. It names exact segment mileages (for example 13.26 miles of Baldface Creek, 3.58 miles of Taylor Creek, and 4.38 miles of Biscuit Creek). Within five years, the Secretary would study the January 23, 2023 map area and inventory streams, wetlands, plants (including Port-Orford-cedar), and unstable aquatic areas. After the next forest-plan revision, the Secretary would update the recreation-area plan and report to Congress.

Wilderness protections and wildfire rules

The bill would require the Kalmiopsis Wilderness be managed under the Wilderness Act rules. It would say the Secretary may carry out vegetation and forest-health projects and work with agencies to fight wildfires, if those actions match recreation-area purposes. It would also keep roadless-area protections and the Northwest Forest Plan in place for Oregon parts that were covered on the enactment date.

Tribal access and cultural agreements

The bill would say it does not reduce any tribal rights. The Secretary would be required to seek written agreements with applicable Tribes. Those agreements would aim to allow tribal access for cultural uses, noncommercial gathering, and to develop public information about tribal history and use.

Oregon added to state and local roles

The bill would add the State of Oregon and its local governments into several state and local references in the law. This would let Oregon agencies and subdivisions take part the same way California agencies do now. The change is administrative and does not by itself add funding.

New maps and federal land purchases

This bill would add an official map dated January 23, 2023 to show proposed additions. It would let the Secretary buy land as well as accept donations. The State of Oregon and local governments in California or Oregon would be added as possible sellers. If the Oregon State Land Board adopts a resolution and funding is available, the Secretary would acquire the about 555-acre Cedar Creek parcel.
