- U.S. defense contractors and suppliers: Would lose potential contracts and sales tied to the package, including spare and repair parts, classified and unclassified software, and U.S. Government and contractor engineering, technical, and logistics support services.
- Military operations and training partners: Would not receive the proposed training rounds, fuze systems, DSU-42 and DSU-40 target detectors, Link 16 ground support, Joint Mission Planning System components, personnel training, or related maintenance and support equipment.
