Private used-car titles: less paperwork, higher tax

Beginning Oct 1, 2026, you do not need a notarized bill of sale for private used‑car title and tax paperwork. The MVA can accept canceled checks, money order receipts, loan papers, or a short note about the car’s condition to show the price and date. But in a private sale, if the price is $500 or more below the guide value, the MVA uses the guide as the fair market value to compute the excise tax. For dealer sales, fair market value is the dealer‑certified total price. Other private‑sale floors remain: at least $640 for cars 7 model years old or older, and at least $320 for used trailers, motor scooters, mopeds, or off‑highway vehicles.
