Interest-free shoreline loans for homeowners

Beginning October 1, 2026, if your shore erosion control project is approved, you can get an interest-free loan. If more than one owner is in a project, each parcel is treated as its own project for cost. You repay through a uniform benefit charge on your property for up to 25 years. The Department of Natural Resources may forgive part of a loan using ecological, performance, and equity rules when funding is available.

New climate tools and state land projects

By October 1, 2027, the Department of Natural Resources builds a central website with planning tools, guidance, and training. It keeps these resources updated with the best available data. The Department must assess climate risks and plan resilience projects on its lands. It must complete this work on at least two coastal and two inland properties by December 31, 2035.

Paid community voice in project planning

Beginning October 1, 2026, the Department of Natural Resources must include community members in project planning. It can partner with other agencies, local governments, and nonprofits to do this. Contracts can pay people for their time, and each contract must state the payment terms.

New resilience grants and fund rules

Beginning October 1, 2026, the Department of Natural Resources runs the Resilience Through Restoration Capital Grant Fund. It gives grants to state agencies, local governments, and nonprofits for nature-based projects, with at least 3% of each award for adaptive management. Net interest earned on this fund and on the Shore Erosion Control Construction Loan Fund stays in those funds, not the General Fund, for fiscal years 2024 through 2028. In fiscal year 2027, the new grant fund cannot receive General Fund appropriations, but it can still use federal, private, and other money.
