Beginning July 1, 2026, Maryland can take part of certain prizes and refunds to cover what you owe the State. If you owe $150 or more in child support, more than $30 in court-ordered restitution, or you have a certified State debt, agencies can certify you for intercept. For State income tax refunds and for lottery or casino prizes that require IRS Form W‑2G, payers must withhold up to the arrears. The casino or lottery must notify you and give you 15 days to appeal to the Child Support Administration or the Central Collection Unit. Any money left after paying the debt is paid to you. By law, child support is paid first, then restitution, then other State debts.
Beginning July 1, 2026, a video lottery (casino) operator that follows the intercept rules in good faith is not liable for withholding and sending prize money to the State. This protects operators from civil lawsuits tied to these withholds.
