Stronger student data privacy and oversight

The law creates a Governing Board to oversee the data system. The Board sets policy, approves budgets, and picks the Center’s location. Before adding data, the Board must list what will be collected and put strict security and FERPA rules in place. The Center uses de‑identified data when appropriate, keeps audit trails, and runs regular privacy and security audits. Vendor contracts must include privacy protections and penalties, and the Board sets a standard for electronic transcripts that use a state student ID.

Statewide student and job data hub

Beginning July 1, 2026, Maryland runs a statewide hub for student and workforce data. The Center manages the warehouse and serves as the main source for education and job records. It fills state and federal reporting requests and supports approved public information requests. The Center does research to improve schools and careers, including program impacts, teacher training, classroom practices, and child welfare effects. It can give a Board‑designated researcher access to data or provide aggregate tables. It also studies social and health factors that affect students and runs long‑term studies of the Blueprint when practical.

Secure sharing for multistate student research

The Center may share individual student and worker records with one outside data center for multistate research. The Governing Board must approve the datasets and each project first. The outside center must be FedRAMP authorized, use strong security, and use personal data only to match records. All analysis uses de‑identified data, and only aggregate results may be released. The Center must sign a written agreement and the Board reviews compliance each year. The Center must report to two legislative committees within 30 days of signing, then within one year and yearly while the deal lasts.
