Advisory council and State Plan updates

The law creates the Virginia I. Jones Alzheimer’s Disease and Related Dementias Council. The council updates and advocates for the State Plan, studies the needs of people with dementia and caregivers, and checks provider readiness. It advises the Governor and General Assembly on policy, funding, and rules. The council publishes a State Plan update by September 1, 2022, and every five years after.

Ongoing funding for dementia leadership

The Governor must include minimum funding for the Director and the Council each year. At least $71,400 for FY2023; $83,000 for FY2024; $85,300 for FY2025; $87,600 for FY2026; and $89,900 for FY2027 and every year after. These are budget floors to keep leadership and planning in place.

Provider toolkit for dementia care

The health department, with the aging department and the council, creates a Clinical Provider Resource Toolkit for Dementia Care by October 1, 2027. It covers risk factors (including Down syndrome), risk reduction, early detection, validated assessments, disparities, person-centered care, care planning tools like billing codes and referrals, and treatment options. The department promotes its use across health care sectors. Starting in 2028, it reviews and updates the toolkit every year by January 1.

State program and director for dementia care

Maryland creates a Dementia Services and Brain Health Program in the health department. A full-time, permanent Director runs the program. The program staffs the Virginia I. Jones Council, with help from the Department of Aging, and can request staff support from other public health groups. It coordinates agencies, oversees the State Plan, shares data, supports dementia-capable care, and seeks grants. The Director reports to the Governor and two committees by September 1, 2023, and every five years after.
