Howard County transfer tax funds schools, parks, housing, fire

Beginning July 21, 2026, Howard County locks in how its real estate transfer tax money is used. From the base rate, 25% goes to the School Site Acquisition and Construction Fund and 25% to the Park Land Watershed Facilities Fund. The rest goes to the general fund, but the budget must send 50% (plus interest) to the Agricultural Preservation and Innovation Fund, 25% to low‑income and homeless housing and urban renewal, and 25% to fire stations, training sites, equipment, and support. If the County raises the transfer tax rate, the extra proceeds are split evenly: 25% each for school capital projects, Recreation and Parks capital projects, low‑income/homeless housing and urban renewal, and fire facilities and equipment. The law also renames the farm fund and allows it to support farm innovation and environmental sustainability.
