Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

State fund backs pediatric cancer research

The law creates the Maryland Pediatric Cancer Fund in the Health Department. The Fund can receive State budget money and donations. The Governor includes $5 million in the fiscal year 2023 budget; if not, $5 million must be included in the 2024 budget. Unspent money stays in the Fund and does not return to the State’s General Fund. The Fund’s dollars add to, and do not replace, other pediatric cancer research funding. Money is spent only through a General Assembly appropriation or an approved budget amendment.

Research grants for pediatric cancer, with limits

Each year, up to 5% of the Fund can pay for promotion and to run the program. The rest goes as grants to nonprofit hospitals, colleges, and other nonprofits to conduct pediatric cancer research. Grants cannot pay for institutional overhead, general organizational costs, unrelated charges, or community support services. The Secretary sets program rules and files a report each year by August 31 on promotion and all spending.
