Beginning July 1, 2026, the law creates the Aging Resilience Fund, a special, nonlapsing fund. The State Treasurer holds and invests the fund, and interest stays in the fund, not the General Fund, unless federal or gift rules require otherwise. Money can support Department of Aging programs and related costs like staff and partnerships. Fund dollars add to, not replace, the Department’s normal budget. Spending follows the State Budget, and the Governor cannot cut the fund’s appropriation after the General Assembly approves it. Each year by January 1, the Secretary reports fund deposits, sources, spending, and the total balance to legislative committees.
