Beginning June 1, 2026, bond money must go only to public facilities, including water and sewer, and loans to volunteer fire departments. If money is short, the County may issue more bonds within the $27,000,000 cap. If money is left over, it must pay the next bond payment or be reassigned by resolution to other qualifying projects.
Beginning June 1, 2026, Carroll County can issue up to $27,000,000 in general obligation bonds. The bonds can have fixed or variable rates but cannot run longer than 30 years. The bonds are backed by the County’s full faith and credit and its unlimited property taxing power. Each year, the County must levy property taxes to pay principal and interest, and make up any shortfall later. The County can issue refunding bonds to lower costs, and those proceeds must be kept in a separate trust just to pay the refunded debt. Loan repayments or State or federal funds can reduce how much tax is needed.
Beginning June 1, 2026, the County can buy easements on farms and woodlands using installment purchase deals. These deals are treated like bonds and count toward the $27,000,000 limit. If you sell an easement, your land use is limited by the easement terms.
Beginning June 1, 2026, these bonds, their transfers, and the interest you earn are exempt from Maryland State and local taxes. The County may still issue bonds whose interest is not exempt from federal tax. The County can issue temporary certificates before final bonds are ready and replace lost, destroyed, or damaged bonds. It can also make deals with banks or insurers to help sell bonds or give tender options, and can pledge the same security to back those deals.
