New fund for fairs and agricultural education

The law creates the Maryland Fair and Agricultural Education Promise Fund, a special, nonlapsing fund. The Comptroller runs it and the State Treasurer holds it. The Governor must budget $200,000 each year. After June 30, 2026, $1.45 million a year from lottery money goes into the Fund. Interest the Fund earns stays in the Fund. Each year, the Fund pays $825,000 to the Maryland Agricultural Fair Board; $550,000 to the Maryland State Fair for youth programs and awards, including 4‑H and FFA; $100,000 to the Maryland Agricultural Education Foundation; and $100,000 to the Maryland FFA Association.

Grants for Maryland horse racing

The law provides ongoing state grants for Maryland horse racing and local hosts. Each year, $500,000 goes to Maryland Million and $350,000 to the Sire Stakes program; $40,000 goes to the Great Frederick Fair and up to $20,000 to the Great Pocomoke Fair. The City of Bowie gets $50 for each day the Bowie Race Course training facilities are open. Prince George’s County gets $100,000 each year to replace past admissions and amusement tax money. Up to $500,000 may support the Maryland International race purse when § 9‑120(b) funds are available. In FY2017, $500,000 funded Preakness bonus awards run by the Racing Commission. Money paid for these purposes must stay with them.
