Study of county and city revenues

Beginning July 1, 2026, the law creates a Task Force to review how counties and cities raise money. It studies current and optional revenue sources, local authority to add new sources, and what other states do. It also analyzes how possible new local taxes and fees affect affordability and the cost of living, counting existing taxes. The Task Force must deliver findings and recommendations by December 1, 2026 to the Governor and to the Senate Budget and Taxation, House Appropriations, and House Ways and Means Committees. The Task Force ends on June 30, 2027.

Task force membership and expense rules

The law sets who serves on the Task Force: two senators, two delegates, the Comptroller, the budget and tax chiefs (or designees), two Maryland Municipal League reps, two Maryland Association of Counties reps, and one Baltimore City rep. The Senate President and House Speaker jointly choose the chair. The Department of Legislative Services provides staff help. Members are not paid, but they can be reimbursed for travel and other expenses under State travel rules if money is in the State budget.
