New rules to settle state debts

Beginning October 1, 2026, the Comptroller can settle any State claim in arrears without waiting two years. Debts already reduced to a court judgment count as claims that can be settled. The Comptroller can lower principal or interest to serve the State’s interests. You and any surety are released once the agreed amount is paid into the State Treasury. Before any settlement, the Comptroller must review the case and decide the State cannot collect in court.

Closed businesses can settle old debts

Beginning October 1, 2026, if a business has permanently closed, the Comptroller can settle overdue State claims no matter how old they are. This helps resolve long‑running debts for defunct businesses.
