Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Stronger discipline and fines for architects

Beginning October 1, 2026, the Board must, by majority vote and after required hearings, deny, reprimand, suspend, or revoke a license when listed grounds exist. This now includes fraudulent or deceptive claims that someone holds a license or a permit. The Board can fine up to $5,000 for each violation. It must weigh the seriousness, harm, good faith, and past violations when setting the fine. Money from fines goes to the State General Fund. The Board may also set up an online portal for anonymous reports of specific violations.

More Board notices and contact rules

Beginning October 1, 2026, the Board keeps a list of every licensee’s name and mailing address and sends it to each county code official every year. Anyone can request a copy for a reasonable fee. Licensees must choose a mailing address when a license is issued and at each renewal. The Board sends at least two newsletters a year to licensees and code officials and posts them on the Department website with related boards. The Board gives applicants and code officials the Maryland Architects Act and rules, and on renewal gives licensees and code officials any amendments from the prior two years. When a license is suspended or revoked, the Board tells each county code official.

Permit checks for architects’ licenses

Beginning October 1, 2026, code officials must confirm the signing architect’s seal and license before they process a building permit. The check must match the person who signed the plans. This extra step can slow permits but helps stop fraud and protect safety.
