New commission to redesign Maryland health care

The law creates a statewide commission to redesign Maryland’s health care system. It focuses on patient‑centered, integrated care across medical, mental, dental, vision, and hearing needs. The commission studies how other systems work, provider networks and pay, high deductibles and narrow networks, and which services should be covered. It must issue preliminary reports by December 1, 2027 and December 1, 2028, and a final report by December 1, 2029.

Commission starts only with private funding

The commission only starts if the Maryland Health Care Commission secures private funding and determines the needed amount. The agency must notify the Department of Legislative Services within 5 days of getting enough funds. Notice must arrive by June 1, 2027, or the commission does not take effect. The Act takes effect June 1, 2026. If it starts, the commission’s authority ends May 31, 2030.

Who serves on the health commission

The commission includes lawmakers, state health and insurance leaders, counties, doctors, hospitals, insurers, labor, business, and consumers. Membership should reflect Maryland’s gender, racial, ethnic, and geographic diversity. The Governor, Senate President, and House Speaker jointly choose the chair. The Maryland Health Care Commission provides staff. Members are not paid but can be reimbursed for travel and other approved expenses. The commission may form subcommittees and consult outside experts.
