Research and controlled access to data

Beginning July 1, 2026, the Center conducts research to improve schools and guide state and local decisions. It studies program impacts, teacher preparation, best classroom practices, alignment across grades, and how child welfare experiences affect education and earnings. It analyzes health and social factors from state agencies to identify wraparound service needs. When directed, a board‑designated researcher gets access under Center access rules, or the Center provides aggregate tables or performs the study. The board sets clear rules for who can request data from agencies, lawmakers, and the public. The Center also runs long‑term studies on the Blueprint for Maryland’s Future when practical.

Run the statewide education data system

Beginning July 1, 2026, the Center serves as the main hub for student and workforce data. It gathers data from state and local education, higher education, labor, juvenile services, and human services agencies. The Center keeps the data warehouse running, answers state and federal reporting requests, and fills approved public information requests.

Set up and oversee data center

Beginning July 1, 2026, Maryland establishes the Longitudinal Data System Center. The governing board picks the host and location after reviewing proposals with strong funding and security skills. The board creates a phased startup plan, sets the Center’s policy and research agenda, and approves its yearly budget. These steps guide how the Center runs and is funded.

Standard electronic transcripts use state ID

Beginning July 1, 2026, the board sets a standard and timeline for electronic transcripts that use the State Assigned Student Identifier. This makes it easier to transfer records between school districts and colleges.

Strong privacy and security for students

Beginning July 1, 2026, the Center must follow FERPA and other privacy laws, use de‑identified data for research, and keep full security audit trails. Before adding identifiable student data, the board must inventory the data, set FERPA‑compliant policies, and adopt a security plan with access rules, audits, breach notices, and data retention rules. Contracts with private vendors must include strong privacy and security terms and real penalties if they fail.

Tight rules for multistate data sharing

Beginning July 1, 2026, the board may allow sharing of individual‑level student and workforce data with only one outside data center at a time, and only for multistate research on student outcomes. Any sharing must follow strict rules: the provider must be FedRAMP‑authorized, match personal data only when needed, use privacy‑enhancing techniques, analyze only de‑identified data, and publish only group totals that cannot identify anyone. The Center must sign a written agreement, the board must approve each dataset and project, and the board reviews the agreement every year. The Center must report the agreement details to two legislative committees within 30 days and give annual status updates, including any violations and fixes. Data sharing is limited to these conditions under state law.
