The committee reviews quality of care in nursing homes and assisted living facilities. Beginning October 1, 2026, these membership and appointment rules apply. One Senator from Finance is appointed by the Senate President. One Delegate from Health and Government Operations is appointed by the House Speaker. Agency members include the Secretaries of Aging, Health, Human Services, and Disabilities, or their designees. Also serving: the Office of Health Care Quality Director, the Behavioral Health Deputy Secretary, and the State Long‑Term Care Ombudsman. Two area agency on aging reps serve; one is from a local long‑term care ombudsman program. One local ombudsman entity rep and three consumer members are chosen by the State Long‑Term Care Ombudsman. Consumer members live in these facilities or have a family member there. Named groups appoint one member each: Health Facilities Association of Maryland, Mid‑Atlantic LifeSpan, Hospice Network of Maryland, Maryland Hospital Association. Also 1199SEIU United Health Workers East, AARP Maryland, United Seniors of Maryland, and Voices for Quality Care. Mental Health Association of Maryland, Alzheimer’s Association Greater Maryland Chapter, Maryland Association of Adult Day Services, and LeadingAge Maryland. Three assisted living providers also serve, representing 1–4, 5–9, and more than 10 resident programs, to the extent practicable.
