No notary for private used-car sales

Beginning Oct 1, 2026, you do not need a notarized bill of sale to title or register a used vehicle when tax is based on the purchase price. You must give the time and price of purchase. You must also provide supporting papers the Motor Vehicle Administration requires, like canceled checks, money order receipts, loan documents, or a short note on the car’s condition. This helps private buyers and sellers avoid notary fees and delays.

Book value tax for low-price private sales

Beginning Oct 1, 2026, if you buy a used vehicle from a non-dealer and the price is $500 or more below the book’s retail value, the state uses the book value to figure the excise tax. This can raise the car’s taxable value. You may pay more tax when you title or register the car.
