Cannabis commission police get union rights

Beginning July 1, 2026, police officers employed by the Alcohol, Tobacco, and Cannabis Commission who can make arrests are covered by State collective bargaining rules. Eligible officers can choose union representation and negotiate pay, benefits, and workplace rules. You must be an ATCC employee with arrest authority in your official role.

Maryland Transportation Authority police can bargain

Beginning July 1, 2026, all full‑time Maryland Transportation Authority police at the rank of first sergeant and below are covered by State collective bargaining rules. These officers can seek union representation and bargain over pay, benefits, and work rules.

Changes take effect July 1, 2026

The law takes effect July 1, 2026. The Governor approved it on April 14, 2026. The collective bargaining changes start on that date.

Supervisors excluded from union coverage

Beginning July 1, 2026, some jobs are excluded from State collective bargaining. If you are a Martin State Airport firefighter (captain or below) or an ATCC police officer and the Secretary’s regulations classify you as supervisory, managerial, or confidential, you are not covered. You cannot be in the bargaining unit or be represented.
