The law reestablishes the Commission to Advance Lithium‑Ion Battery Safety. It starts June 1, 2026 and ends June 30, 2028. Members come from state agencies, fire service, recycling and waste, utilities, ports and shipping, insurance, battery and vehicle industries, towing, and turfgrass. The Commission may add other members as needed. The chair on December 31, 2025 stays as chair. The Office of the State Fire Marshal provides staff. Members are not paid but can get travel costs reimbursed under State rules, subject to the State budget.
The Commission studies how to prevent, detect, and fight lithium‑ion battery fires in homes, vehicles, the grid, and recycling sites. It reviews reuse, recycling, safe collection and storage, and considers extended producer responsibility. It looks at training and public education, risks at the Port of Baltimore and on roads, rail, and tunnels, and insurance impacts. It reviews federal rules and standards like NFPA 855 and may consult outside experts. An interim report is due by December 1, 2026. A final report is due by December 1, 2027. This work runs from June 1, 2026 through June 30, 2028.
