Dementia council guides state plan

The law creates the Virginia I. Jones Alzheimer’s Disease and Related Dementias Council. The Council studies the needs of people with dementia and caregivers and advises the Governor and General Assembly on policy, funding, and rules. It promotes brain health strategies. It must update and publish the State Plan by September 1, 2022 and every five years after.

New state dementia program and director

Maryland creates a Dementia Services and Brain Health Program in the Department of Health. A full‑time, permanent Director runs the Program. The Program leads State work on prevention, early detection, treatment, and care. It staffs the Council, gives the Council quarterly updates, shares data, tracks goals, and applies for grants. The Director reports to the Governor and key committees starting September 1, 2023 and then every five years.

Ongoing funding for dementia program

The Governor must include minimum funding for the Director and the Council each year. The amounts are at least $71,400 for FY2023; $83,000 for FY2024; $85,300 for FY2025; $87,600 for FY2026; and $89,900 for FY2027 and every year after. This keeps basic staffing and operations in place.

Provider toolkit for dementia care

By October 1, 2027, the Department sets up a Clinical Provider Resource Toolkit for Dementia Care. It covers risk factors (including links with Down syndrome), risk reduction, early detection with validated tools, disparities, person‑centered care, care planning with billing codes and referrals, treatment options, and continuing education. The Department promotes it to hospitals, health systems, clinics, schools, and provider groups. Starting in 2028, the Department reviews and updates it every year by January 1.
