Lower property taxes for Downtown RISE projects

Baltimore City can replace full property taxes with a set yearly payment for qualifying projects in the Downtown RISE District. Projects must be new or rehabbed hotels, offices, retail, multifamily, or mixed‑use buildings. They must be in Ward 4 (Precincts 1–3), Ward 22 (Precincts 1–2), or Ward 21 (Precinct 5). The Board of Estimates must approve a signed deal that sets one yearly payment instead of City property tax. The City or its agency must complete an economic analysis that shows the break is financially needed. Apply, have permits, and meet or waive all financing conditions by June 30, 2036.

When RISE tax deals start and end

The Governor approved the law on April 14, 2026, and it includes emergency language. Section 1 remains in effect for 10 years from that date and then ends unless re‑enacted. The act also states an effective date of July 1, 2026. Any tax deal signed before Section 1 ends stays in force for its full term.
