Workers in cannabis businesses can organize, join unions, and bargain collectively. The law says cannabis work is not agricultural labor, so these workers are covered by Missouri’s collective bargaining protections.
Beginning November 12, 2026, breaking the Intoxicating Cannabinoid Control Act costs $5,000 per illegal transaction and can be charged as a class D felony. The fine equals $5,000 times the number of violating transactions. On the same date, the attorney general leads statewide enforcement and coordinates with state and local agencies. Several state agencies can enforce the law, and the state lab supports testing.
Beginning November 12, 2026, most hemp‑derived cannabinoid products are regulated as marijuana. Only Article XIV‑licensed businesses may make, test, move, or sell them. On that date, products with lab‑made or non‑plant cannabinoids, smokable or vapeable raw plant material with any THCA, and solid edibles with delta‑9 THC above natural levels are covered. For other hemp‑derived products, the rules also start November 12, 2026, but apply only while federal law bans them if Congress delays the federal date; those products cannot be sold or marketed to anyone under 21. Unlicensed sellers cannot use the word “dispensary” in their business name. Hemp and industrial hemp (0.3% total THC or less, dry weight) stay outside marijuana rules, and moving hemp through Missouri remains legal.
State agencies cannot share the statewide list or any person’s medical marijuana patient, cultivation, or caregiver card information, unless a court orders it. Knowing violations are a class E felony. Dispensaries cannot make or keep your identifying info unless you sign written consent, and they cannot refuse service if you say no. A dispensary that keeps such records without consent is fined $500 per time. These rules do not change required patient and caregiver records under Article XIV.
