Civil service rules lifted for state social services leaders

The law exempts certain senior jobs at the Department of Social and Health Services from state civil service rules. Roles include the secretary; chief and deputy chief of staff; assistant and deputy secretaries; senior and division directors. It also covers assistant and deputy division directors; regional administrators; district managers; executive officers; and superintendents of institutions with 100+ residents, plus their executive/confidential assistants. DSHS now handles hiring and personnel actions for these jobs outside civil service procedures. Caps apply: up to 6 assistant secretaries, 13 division directors, 6 regional directors, up to 6 bureau chiefs, and one confidential secretary per officer.
