Discipline can pause multistate practice

Your home state controls discipline of your multistate license. If your home state suspends or encumbers it, your right to practice in other member states stops until it is cleared. Other states can limit your practice only inside their state. If you enter an approved alternative program in your home state, your multistate license is suspended while you participate. These rules start June 1, 2028.

Work in many states with one license

Beginning June 1, 2028, Washington joins the Cosmetology Licensure Compact and offers a multistate license. If you hold an active, unencumbered single‑state cosmetology license in your home state, you can apply. A valid multistate license lets you practice in all member states, but you must follow each state’s scope‑of‑practice rules and pay required fees. If you move to a new member state, you must reissue your multistate license there right away. Active‑duty military members and spouses can keep their chosen home‑state designation while serving. Single‑state Washington licenses remain available and keep following Washington law.

New interstate commission sets rules

The law creates an interstate commission to run the compact. Each member state names one delegate. The commission’s rules have the force of law in member states unless a court finds the commission exceeded its power or a rule conflicts with a state’s scope‑of‑practice law. States must meet standards to join or stay: license cosmetology, take complaints, require exams and training, check backgrounds, share data, and accept licensees from other member states. The commission can set a budget, hire staff, and collect fees or assessments.

Shared licensing database and privacy limits

The compact commission runs a shared database of cosmetology licenses and discipline. States submit identifying info, license status, denials, adverse actions, and significant investigative data. Certified records from the system count as official business records. Data that Washington shares with the compact is exempt from state public records disclosure. These rules start June 1, 2028.

New fees for multistate licenses

Starting June 1, 2028, the compact commission can charge fees to grant and renew multistate licenses. Your home state can also charge its own license, renewal, or jurisprudence fees. Washington’s licensing department must track revenues and costs for the single‑state and multistate programs separately.
