Effective June 30, 2025, the law removes the old June 30, 2025 sunset for the interagency system improvement team. The team stays authorized to coordinate infrastructure financing and projects. Its duties and membership rules continue unless the law changes again.
Beginning June 30, 2025, the interagency team must find, carry out, and report system improvements. Goals include more value and durability, meeting community needs, planning for long-term changes, enabling innovation, leveraging federal and private funds, and regular systemwide review. The team includes the public works board and representatives from Ecology, Health, and Commerce, and programs that fund drinking water, wastewater, stormwater, and broadband; it can include users, builders, and associations. The team must work within current authorities and use lean methods. When asked, it briefs the public works board on how programs fit together. If laws or rules block improvements, it consults the board and reports needed changes. Starting November 1, 2026, and every two years, it reports to the legislature on funded projects, coordination, leveraged funds, and regional planning.
