Corrections managers get arbitration rights

Washington Department of Corrections management employees in the state civil service now have interest arbitration rights. Confidential employees and internal auditors are still excluded. Bargaining starts at least five months before the state budget is sent to the Legislature. If no deal is reached within 60 days, either side can declare impasse, seek mediation, and then go to an arbitrator if impasse remains. Pay, hours, and other terms stay the same during arbitration unless both sides agree to changes. The arbitrator’s decision is final for the parties, but pay and benefits only take effect if the Legislature funds them. The arbitrator must weigh the department’s ability to pay, market pay at similar state employers in the West, retention, and overall compensation.
