Housing authorities can build, buy, fix, lease, rent, and sell homes. At least 50% of a development’s interior space or 50% of its units, whichever is more, must serve low‑income people. In mobile‑home parks, at least 50% of lots are for low‑income households. Authorities can sell property below market to low‑income buyers or to nonprofits that promise low‑income housing for at least 20 years. If you signed a purchase deal when you were low‑income, you can still get the deed when you meet the agreement terms, even if your income rose.
Housing authorities can buy, lease, rent, or sell commercial space in mixed‑use buildings tied to housing. In buildings over four stories, commercial space cannot exceed 20% of the interior area. Authorities can buy insurance and get federal guarantees for their bonds to manage risk. They can hire property managers, and money those firms collect to run the property is treated as private until net income is sent to the authority.
On housing authority projects, contractors and subcontractors must follow minimum wage and maximum hour rules set in the contract. Authorities can also require contractors to follow any federal rules tied to federal funding.
Housing authorities are public bodies with broad powers. They can partner, form joint ventures, and create or join nonprofits to provide housing for low‑income people. When they use federal aid, they must follow federal conditions.
