Unions for Department of Corrections employees who have interest arbitration rights under state law are exempt from the coalition bargaining rule for groups with fewer than 500 workers. Instead, the governor or the governor’s designee and the union negotiate one master collective bargaining agreement for corrections employees. This exemption does not apply to unions that represent marine department employees at the Department of Corrections.
