Guaranteed waiver enrollment for eligible people

Beginning July 27, 2025, if you meet the criteria in RCW 71A.12.370, the Developmental Disabilities Administration must enroll you in waiver services. Enrollment is mandatory for the agency, not optional. This applies only as allowed by federal law and funding.

Priority for high-need disability waivers

Beginning July 27, 2025, the state gives priority for open developmental disability waiver slots and services to high-need groups. Groups include people age 45 and older. They also include people stuck in a hospital without a safe discharge in the last six months. Students leaving high school who need supported employment get priority. So do people leaving institutions, or at immediate risk of an intermediate care facility. The list also covers people found incompetent to stand trial due to disability, people eligible under RCW 71A.12.090, and current or former community protection waiver participants. The Developmental Disabilities Administration must update its rules to follow this priority. Priority applies only as federal law and funding allow.

Public reports on waiver waitlists

Beginning July 27, 2025, the Developmental Disabilities Administration routinely posts waiver data online. Reports show how many people are enrolled in each waiver, the capacity, and any waitlists. They include counts for the priority groups and for people under RCW 71A.12.370. Reports list unfulfilled service requests and the reasons. The law does not set how often to post.
